I still think this is what happens, but I picture more of a chess board. I remember an old "Far Side" cartoon, where God was making the earth and he had jars on a shelf that held animals, people, etc. One jar was labeled "jerks" and he was sprinkling it liberally on the planet. The caption was "just to keep it interesting."
